Abstract
Disaster Victim Identification (DVI) is the term given to procedures used to positively identify
deceased victims of a multiple casualty event. One of the greatest problems arising from any
incident involving multiple fatalities is the identification of victims to the satisfaction of the
Coroner.
The scene(s) should be treated as crime scene(s) and all human remains left in situ until the arrival
of Crime Scene Investigation and DVI recovery teams, in accordance with jurisdictional policies.
The scene(s) is photographed and the position of all human remains recorded. The human
remains are then labelled, recovered and transported to the mortuary. Relevant property located
at the scene is collected and recorded.
Bio
Inspector Rod Anderson APM, joined the AFP in 1990. Currently, he is the Officer-in-Charge of
Tuggeranong Police Station in the ACT and is the AFP DVI Commander since 2008. E is also the
current Chair of the Australian and New Zealand Police Advisory Agency (ANZPAA) DVI Committee
(ADVIC).
Having been involved in Disaster Victim Identification (DVI) since joining the Search & Rescue
Team in 1996, Inspector Anderson has attended in a command role, a number of major disasters
locally, nationally and internationally. These include the Asian Tsunami in 2005, Victorian
Bushfires in 2009 and a number of aircraft crashes both in Australia and overseas. The most
recent incident he attended was the Whakaari / White island volcano eruption in December 2019
as the Police Forward Commander.
